A sense of emptiness

By Showing visualy, empty flats over the streets, the idea is to create a sense for habitants to see that their city is at risk, by taking the idea of the balloon as an icon of an empty city. it Impacts the city enviroment because where it’s abandonned, a balloon cloud obscured streets below and has the opposite, a clear sky above the street shows that the place is attractive and fully occuped.
